Yes, the third option dreamed up by "enlightened" types is to put them in social housing. So they set off the fire alarms two or three times a day, bring eight of their friends to live with them, and so on. If they are drug addicts, pretty soon a drug dealer wants their keys.

The thing with people who have mental illnesses, is there is no good solution in dealing with them. A drug plan would help a lot. But we need to rebuild the institutions designed to house them.

Some people say, that would put all the problem people in one place, accelerating the disfunctional behavior. But such people always become concentrated somewhere. You need to have them where their mental problems can be effectively managed. That means, the places must be properly run and properly funded.

That means, good government. As with all of our social problems, bad government is the root of it.
